File::getError() — метод класса \Bitrix\Sale\Internals\Input\File модуля «Интернет-магазин». File: Файл Необходимо использовать: File::getPostWithFiles перед использованием этого типа!.

Статический метод — вызывается через имя класса File, без создания объекта.
