## Описание

Отправляет письмо на прежний адрес email администратора сайта при изменении адреса email администратора сайта.

## Параметры

- `$old_email` `string` — обязательный. Прежний адрес электронной почты администратора сайта.
- `$new_email` `string` — обязательный. Новый адрес email администратора сайта.
- `$option_name` `string` — обязательный. Имя соответствующей опции в базе данных.
