## Описание

Отправляет письмо на прежний адрес email администратора сети при изменении адреса email администратора сети.

## Параметры

- `$option_name` `string` — обязательный. Имя соответствующей опции в базе данных.
- `$new_email` `string` — обязательный. Новый адрес email администратора сети.
- `$old_email` `string` — обязательный. Прежний адрес email администратора сети.
- `$network_id` `int` — обязательный. ID сети.
