## Описание

PHP имеет проблемы с ACL в Windows при определении того, доступен ли каталог для записи; это решается проверкой возможности открыть файл вместо того, чтобы полагаться на интерпретацию ACL операционной системы средствами PHP.

- `$path` `string` — обязательный. Путь Windows для проверки возможности записи.
